The Council is a private non-profit tax-exempt 501(c)3 organization formed by residents to facilitate communities to be safer, stronger, and better prepared to respond to the threats of terrorism, crime, hazards, public health issues, emergencies, and disasters that may occur.

The big picture is to: organize program resources based on established program designs (FEMA is a model); have program resource specialists on the Board of Directors; liaison with the office of hazard mitigation; host educational membership meetings; have community access to program resources through a clearinghouse portal; facilitate community awareness, engagement, education, training, and volunteer service; provide platforms for citizens, public safety, government, community and business leaders to share resources for mutual benefit; and facilitate funding and materials support.

Those used by communities across the Country are represented by logos on the Home page.  There are also other regional or local programs. They focus on and can be implemented at your Home, Neighborhood, and Community levels. 


So plant a program/s and tend it with confidence that each will bear a robust Awareness, Prevention, Preparation, and Response harvest.

Neighborhood Crime Watch has been a seasoned neighborhood resource but the aftermath of the 9/11 attack on our homeland was a sobering wake up call for something more. That was followed by a string of manmade and natural hazards. Communities across the country formed action plans that FEMA has since assembled into the “Citizen Corps Counc

That was followed by a string of manmade and natural hazards. Communities across the country formed action plans that FEMA has since assembled into the “Citizen Corps Council” structure. 

The concept is not new. Communities benefit from the power of groups and common goals. Our council is a rally point and mechanism to achieve our goals of being safer, stronger, and better prepared.

It works when implemented and managed with strong COMMUNITY leadership!!!

Membership emphasizes three action groups.  For (1) citizen-based community programs, emphasis is given to community organizations such as Civic & Neighborhood Associations, Businesses, Faith-Based Groups, Scouting Organizations, Parent and Students organizations, Fraternal Clubs & Organizations, and Amateur Radio Emergency Services. For

For (3) funders and governmental administrators, emphasis is given to BOCC, municipal mayors, school district, VF, UASI, FLASH, business federations, Chambers of Commerce, and military commands.

Management consists of Officers and a  Board of Directors. The Council’s Board is composed of representatives from each of its constituencies, namely: (1) Citizen based community programs, (2) resource affiliates that mentor, train, or support citizen-based programs, (3) Funders and governmental administrators. 

 Community representatives

 Community representatives hold the majority of positions to ensure private citizen primacy .
